Work Package 1

Project management and coordination

This work package establishes robust governance structures to oversee and coordinate project activities. It includes setting up a project management office, defining roles and responsibilities, and implementing risk management strategies. By maintaining clear communication channels and decision-making processes, WP1 ensures alignment with the project’s objectives and timelines. 

Objectives

The main objectives of this WP are to ensure high-quality and efficient governance, management, and coordination of the entire JA. The specific objectives are:  

  • Efficient management of the entire JA, guaranteeing that the contractual obligations are accomplished 
  • Administrative and financial management of the JA, supporting partners with administrative and financial issues 
  • Monitoring and supervising progress towards timely and satisfactory achievement of the JA objectives, including reporting, quality review, supervision and supporting partners to reach milestones and complete deliverables
  • Ensure effective internal workflows and communication, as well as systematic communication with HaDEA, DG SANTE and European Commission regarding the progress of the JA, together with partners

Work Package 2

Communication and Dissemination

WP2 develops and executes a comprehensive communication strategy to promote the project’s activities and outcomes. This involves creating informational materials, managing public relations, and engaging with stakeholders through various channels. The dissemination plan ensures that insights and best practices are shared widely, facilitating broader adoption and impact across Member States. 

Objectives

  • To establish and maintain a communication and dissemination strategy and plan in support of the project  
  • To actively engage with internal and external stakeholders, with the aim of optimising project deliverables – activities and products – to meet their needs  
  • To set up, manage and maintain channels and tools for communicating the project’s key messages and disseminating project deliverables to the various target audiences

Work Package 3

Evaluation

This work package monitors and assesses the project’s progress and effectiveness. It involves establishing key performance indicators, conducting regular evaluations, and providing feedback for continuous improvement. WP3 ensures that the project remains on track to achieve its goals and allows for adjustments based on empirical evidence and stakeholder input.

Objectives

This WP is focused on:  

  • Monitoring of KPIs to effectively follow the progress of the project,  
  • A continuous assessment and evaluation of the fulfilment of the specific objectives of the project  
  • Evaluation of the outcomes of the joint action within the frame of the implementation of the EU4Health programme, to analyse the added value of the NFP4Health Network for all the stakeholders

Work Package 4

Sustainability

WP4 focuses on developing strategies to ensure the long-term impact and continuation of the project’s benefits beyond its initial funding period. This includes creating frameworks for resource allocation, establishing partnerships, and integrating successful practices into existing structures. By planning for sustainability, WP4 aims to embed the project’s achievements into the ongoing operations of NFPs and related entities 

Objectives

The main objectives are to:  

  • support the sustainable implementation of theEU4Health Programme at the different national and European levels  
  • enhance the skills and resources of NFPs and the Network in strategic planning, implementation, and advocacy for sustainability  
  • define a strategy to effectively communicate and promote health priorities within the different national frameworks

Work Package 5

Networking

This work package fosters collaboration and knowledge exchange among NFPs and other stakeholders. Activities include organizing workshops, conferences, and creating platforms for continuous interaction. WP5 aims to build a cohesive community that can collectively address health challengesshare resources, and support each other’s efforts in implementing EU health initiatives. 

Objectives

  • To provide a framework that will enable the NFP network to enhance its key role in the implementation of the EU4Health programme  
  • Promote synergies and actively engage with relevant stakeholders and initiatives at EU level in the field of health to enhance synergies and complementarities of investments, work and related activities
  • Participate in relevant health forums as ambassador of the EU4Health programme 

Tasks

NFP4Health Network strengthening

Following the establishment of the network of NFPs through JA NFP4Health, the objective of this task will be to provide a framework for the network to strengthen its role as a key player for the implementation of the EU4Health programme and related monitoring and evaluation activities. A improve the services of NFPs at national and regional level and will also help the commission to implement and monitor the activities of EU4Health programmeIt is important to stress that the activities carried out with the aim of developing a formalized network are very closely related to the sustainability of the network and therefore WP4 and WP5 will work very closely together.

NFP4Health Network’s promotional / ambassadorial activities and synergies

One of the main objectives of the NFP4Health network is to promote synergies and actively engage with relevant stakeholders and EU initiatives in the field of health in order to achieve effective and efficient cooperation, to avoid duplication of investment, work and related activities, and to improve the quality and quantity of the impact of the actions. According with the activities performed in the JA NFP4Health, we will continue working to develop and strengthen synergies and promotional activities at European level.

Work Package 6

National Focal Point Knowledge Hub

WP6 establishes a centralized repository of information, tools, and resources tailored to NFPs. This knowledge hub provides access to training materials, guidelines, and best practices, serving as a one-stop resource to enhance NFPs’ capabilities. By centralizing information, WP6 ensures that NFPs have the necessary resources to effectively perform their roles. 

Objectives

Building on the ‘interaction platform’ developed under the previous NFP4Health JA, WP6 aims to create a National Focal Point Knowledge Hub that includes easy-to-use and up-to-date capacity building tools.
The NFP Knowledge Hub (KH) will be dedicated to NFPs. The infrastructure will be the basis for the NFP4Health Network, facilitating and providing capacity building support.

Tasks

Design and implementation of the NFP Knowledge Hub

This task aims to design and implement the Knowledge Hub (KH) according to the needs gathered from NFPs. 

The knowledge hub will be an online platform developed upgrading the Interaction Platform implemented under the NFP4Health JA, and it will be designed as a module-based platform. 

It will be dedicated and accessible only to NFPs and, for the duration of the project, to the partners of the JA. 

Capacity Building, Guidance and Contents

The aim of this task is to design and implement capacity-building support, facilitated by the KH, tailored to the needs of NFPs and aligned with both the European and national contexts. This effort seeks to lay the groundwork for NFP Networking (WP5) and Tailored Support to Beneficiaries at the National Level (WP7). While the support is primarily intended for newly nominated or less experienced NFPs, all NFPs will benefit from these activities. 

To provide support, several practical and easy to use materials will be released, and specific contents and information will be developed, according to the needs and requirements of the project and of the NFPs. 

The support will be provided through the following materials: 

  • Technical Trainings/Train the Trainers (Onsite, Online, tutorials, focus videos): Project Drafting, Project Management (Technical and Financial Reporting), Project Communication & Dissemination, Sustainability of the action
  • Skill inventory:on the basis ofthe NFP profile, defined and developed within the previous NFP4Health Joint Action, a self-assessment will be carried out by NFPs, which will be used for the definition of needs for national training activities 
  • Onboarding Package developed for newly nominated NFPs: a set of ready-to-use information to provide newcomers with the essential guide and instructions to perform their work as NFP. The Package will include the NFP profile andguidelines on how to benefit the most from the NFP network, and a report on best practicesacquired from the previous NFP4Health Twinning and Capacity Building Programme from the participants’ experiences on different aspects of the NFP work 
  • Thematic clusters according toprogramme’sareas of intervention (crisis preparedness, health promotion and disease prevention, health systems and healthcare workforce, digital transformation) 

Peer-to-Peer Exchange and Assistance

This Task is aimed to synergize with the Capacity Building and Guidance for NFPs (T6.2) favouring the knowledge sharing and the exchange of experiences and practices among NFPs.  

The following activities are foreseen: 

  • “Companionship Programme
  • A Study-Visit Programme
  • NFP Coffee: A monthly informal meeting between NFPs

Partner Search Tool

The goal of this task is – besides the already existing platform for all EU-programmes on the EU Funding & Tenders Portal – to create and maintain a place that facilitates communication about partner search inquiries among NFPs to help institutions across Europe in participating in EU4Health calls and forming consortia. Via this tool, all NFPs will be able to submit information about institutions in their country that are interested in participating in specific EU4Health calls. This information should include details about the institution’s expertise, project idea, and their interest in joining consortia, e.g. which role they would like to play in a consortium.

Work Package 7

Tailored support to beneficiary needs at the National level

This work package strengthens the specific capacities of NFPs to implement EU4Health initiatives. It includes tailored training programs, technical assistance, and the development of tools to support NFPs in navigating EU health policies and funding mechanisms. WP7 aims to empower NFPs to act as effective intermediaries between the EU4Health programme and national stakeholders, ensuring successful implementation and alignment with EU health objectives. Leveraging NFP experience and shared practices, this WP will include tailored stakeholder engagement activities in all Member States.

Objectives

The objectives of WP7 are as follows:  

  • Empower National Focal Points (NFPs) to support beneficiaries in effectively accessing and benefiting from the EU4Health Programme  
  • Promote and disseminate information about the EU4Health Programme and its opportunities at the national level, ensuring broader engagement and awareness among stakeholders 

Tasks

Needs’ assessment and guidelines for tailored support interventions

Definition, in collaboration with HaDEA, of common minimum requirements for tailored supporting actions, based on data from HaDEA end/or data held by the NFPs, identifying areas for intervention. Elaborating and analysing data from previous calls and evaluations of the proposals will enable NFPs to better understand and define the needs at the national level, develop a joint strategy to design effective and tailored training and informational interventions. 

Based on the results of the assessment, two key tools at each national level will be developed to contextualize and target initiatives: 

  • National Action Plan: tailored and contextualized action plans for newly nominated or less experienced NFPs or thoserequiringstrengthened capacities, adapted to the national needs and with a mapping of the already existing tools at the national level, to support applicants and stakeholders.  
  • Dissemination Plan: tailored and contextualized dissemination plans todisseminate the EU4Health programme at the national level, targeted to different audiences, including policymakers, technical experts, and the general public. Enhance awareness of EU4Health priorities and initiatives through widespread dissemination. Collaborate with WP2 to ensure mutual reinforcement of communication efforts. 

The five associated partners will also participate in this specific activity, with three of them serving as national focal points. Their involvement is crucial to assess tailored interventions at the national level. 

Development of an applicants’ toolkit

To effectively promote and assist beneficiaries, different tools will be built (which will go into knowledge hub to support everyone and can be translated into the different languages) that can be used by the NFP to best support the applicants of the calls under EU4Health programme. 

The tools will be modular in order to adapt to different situations and needs. 

  • Case Study & Annotated Template – a format will be developed, replicated and translated by the NFPs at the national/local level, starting from the development of a Proposal Template annotated with comments and suggestions from evaluators and experienced NFPs. In the template will be included also examples and case studies of successful proposals with the contribution of best performers sharing their experience of proposal preparation 
  • A E-Manual onprojectdesign and management, translated in the different MSs languages, with particular reference to JAs and call for grants, containing the elaborated material from the trainings and workshops (WP4 and WP7) 
  • A Q&A Document on the Calls,elaboratedfrom recurring questions received from NFPs and discussed in the Help Desk/Peer Support Chat, that will be updated throughout the project. 
  • A Repository of Expertise for Partner Searching, following a mapping activity toidentifypartners willing to participate in the future Calls, including a short abstract of their areas of knowledge. The document will also include a list of partner search tools and brokerage platforms currently available. This information will be organized and centralized in a user-friendly format to facilitate easy access for beneficiaries during application phases. 

Services and events to support beneficiaries at national level

To foster opportunities for networking, experience sharing, and engaging national stakeholders and beneficiaries, different kinds of events will be organized in each participating Member State. These events aim to provide support, promote the EU4Health Programme and its opportunities, and enhance participation, ultimately increasing the number of applicants. 

The following supporting activities are planned to support the national levels: 

  • providematerials/expertsto organize training, webinars, video tutorial for targeted audiences addressing specific needs resulting from T7.1 
  • createopportunities to build project consortia, setting up a procedure among NFPs so that they are supportive of their beneficiaries. 
  • provide materials/experts to organizeInfodays, annually todisseminate the AWP 
  • brokerage events, back-to-back withInfodaysto support and facilitate the partner search (maximum 1 per year) 
  • synergyevents to strengthen synergy and complementarity between funds and EU/national programmes (to elaborate and update a format per year) 
  • provide materials for the exploitation of the main results of EU4Health funded projects at the local/national level, targeted to policy makers (maximum 3 exploitation events).
